AfCoP’s Advisory Committee comprises of 12 representatives of partner organizations who provide guidance on knowledge sharing and capacity building activities on behalf of the African Platform for Results

Sheka Bangura, Sierra Leone

Sheka Bangura is the deputy director of central planning, monitoring and evaluation at Sierra Leone’s Ministry of Finance and Economic Development. Currently on study leave to Japan, he also serves as an associate lecturer of Fourah Bay College, University of Sierra Leone. Mr. Bangura has experience in economic and development policy research and analysis; project planning and management; monitoring and evaluation; and aid coordination, and joined AfCoP in 2008. He has written and co-authored various journal and conference papers on poverty and general development issues; including Economics for Economic Officers and SPSS Econometrics. Mr. Bangura contributed to AfCoP’s first Sourcebook on Managing for Development Results in Africa.

Neil Cole, CABRI, South Africa

Neil Cole is the Executive Secretary of the Collaborative Africa Budget Reform Initiative (CABRI), a professional network of senior budget officials in Africa. Prior to his position as Executive Secretary, he was the Chief Director of the African Economic Integration unit at the South African National Treasury. He also gathered extensive public sector experience, whilst working in the Budget Office of the National Treasury, amongst others as the head of the Expenditure Planning Unit.

Boureima Gado, AfrEA, Niger 

Boureima Gado is an economist who specializes in planning. He has worked as an independent consultant in planning, evaluation, rural development, development projects and programs implementation and coordination since 1998. Mr Gado coordinated an expert team to draft Niger’s National Policy Evaluation, served as Director of Economic Affairs of the Nigeria–Niger Joint Commission for Cooperation, and currently acts as the Planning Minister’s Advisor. As a member of parliament he was  active in the National Assembly Planning and Economic Affairs Commission, Joint Parliamentary Assembly EU – ACP, and the steering committee of the Parliamentary Conference on WTO. Mr. Gado is the current Niger Network on Monitoring and Evaluation (RENSE) coordinator and also serves as the West Africa representative on the AfREA Board.

Aissatou Gueye, UNECA, Senegal

Aissatou Gueye works with the UN’s Economic Commission for Africa (UNECA) as an economist focused on planning, projection and economic survey work in the areas of trade, finance, and industrial development. Prior to joining UNECA in 1999, she worked with the World Bank’s Africa Gender Department where she docused on economic perspectives of gender and contributed to the preparation of country economic memorandum and country gender assessments for Senegal and Cameroon. Ms. Gueye worked as a trade expert in Sneegal’s private sector and also has experience teaching and undertaking research in Ethiopia.

Mafing Kone, Mali 

Mafing Kone manages capacity development for the German Agency for International Cooperation’s (GIZ) regional economic development project in the West African nation. From 2006 to 2012, she oversaw monitoring and evaluation of GIZ’s environment and climate change programme in Mali. Ms. Kone joined AfCoP in 2010 and supported the creation of Mali’s CoP in her capacity as president of CoP-Mali’s organizational committee. She currently serves as the gender representative for AfCoP’s advisory committee.

Abdou Karim Lo, Senegal 

Abdou Karim Lo served as AfCoP’s Francophone co-chair from 2008 to 2012 and has over 35 years of experience and a background in education, individual and institutional capacity building, governnance, public management, leadership, decentralisation, human resource management and program and project evaluation. A former delegate state reform and technical assistance representative at the ministerial level, Mr. Lo has worked as an international consultant since 2012, focusing especially on public management and managing for development results (MfDR). Mr. Lo has been an associate professor at the African Center for Advanced Management Studies (CESAG) since 2005.

Jacqueline Nzisabira, Burundi 

Mrs. Jacqueline (Jackie) Nzisabira has 18 years of experience in democratic governance, development and humanitarian aid, working in roles related to action research, policy advisory, programme development and training. Her research includes a two-year project on human rights and HIV/AIDS in Africa. She has worked exensively with UN agencies like UNDP, helping design and test ‘training of trainer’ toolkits on issues like gener development. Mrs. Nzisabira has a strong interest in knowledge generating initiatives. She received her Postgraduate Diploma in Management of HIV and AIDS from the University of Stellenbosch and has just completed her Mphil.

Oumarou El Hadji Malam Soule, AFRISTAT, Niger

Oumarou El Hadji Malam Soule is an engineer, statistician and economist with over 19 years of professional experience in applied statistics. He has undertaken technical missions to many sub-Saharan African countries to train and undertake statistical capacity building in monitoring and evaluation of poverty reduction strategic plans (PRSPs) and the Millennium Development Goals (MDGs). He has served in numerous positions in Niger’s public sector, including as Adjoint Director  of the Statistical and National Accounts Office, monitoring and evaluation manager for the PRSP Permanent Secretariat, and as Technical Advisor to the Prime Minister’s Cabinet. Mr. Soule joined AFRISTAT in 2004 to implement a regional PRSP and MDG monitoring program and is an organisational statistical system expert.

Core Management Team (CMT)

AfCoP’s Core Management Team (CMT) is composed of 13 AfCoP members who represent the community’s thematic and regional diversity and oversee the community’s activities.The community is led by the two CMT co-chairs Seydou Yayé and Ledule Bosch.

Golda Addo, Ghana

Golda Naa Adaku Addo is the AfCoP CMT’s gender representative. She owns and runs a communications and knowledge production consultancy, as well as a renewable energy and environmental issues NGO. An advocate on environmental, youth, gender and better governance issues, she interacts frequently with the presidency, parliamentarians, policy-makers, experts, and other institutions and Ghanaian citizens. In addition, she develops technology with an engineer partner, undertakes capacity building and fundraising, is an educational public speaker, and a blogger.

Aly Coulibaly, WAEMU, Burkina Faso

Dr. Aly D. Coulibaly has served as Acting Director of the Center for Strategic Programming, Research and  Observation of the West African Economic and Monetary Union (WAEMU) since October 2013. He also served as Chief for Strategic Planning and Budgeting between 2006 and 2013. Prior to this, Dr. Coulibaly was a researcher at Belgium’s Louvain School of Management. He earned his degree from the London School of Economics and Political Science (LSE) as well as Oxford and Cambridge Universities, among other certifications. He is a member of the London Royal Statistical Society and currently serves as the AfCoP CMT’s WAEMU representative.

Abdel Aziz Ould Dahi, Mauritania 

Abdel Aziz Ould Dahi is a founding member of CoP-Mauritania, has served as director general of Mauritania’s national account for malaria insurance since 2009 and is the current president of Think Tank Mauritania Perspectives. Prior to this, he served as Director of the Government’s Internet Center (1999-2007) and later as Mauritania’s minister of public affairs and modernisation (2007-08). He worked on the implementation of the Cap-Scan in Mauritania and Senegal in 2008 and 2009. A master’s degree holder in e-governance from École Polytechnique Fédérale de Lausanne in Switzerland, Mr. Ould Dahi is interested in issues related to managing for development results (MfDR),  public performance and the impact of information and communication technologies on development. He is currently pursuing his doctorate degree in economic development.

Mamdou Lamine N’Dongo, Mauritania 

Mamadou Lamine N’Dongo, an engineer, statistician-economist, was appointed African Development Bank (AfDB) resident representative for Senegal, Cape Verde, Gambia and Guinea-Bissau in October 2013. Before this, Mr. N’Dongo served as Advisor to the AfDB’s Director of Results and AfCoP Coordinator, as well as AfDB resident representative for Congo Brazzaville, Gabon, Equatorial Guinea and the Central African Republic, among other AfDB positions. Before joining the AfDB in 1991 Mr. N’Dongo served as Director for Managing Public Works and Director of Planning in Mauritania.

Solomon Mhlanga, Zimbabwe 

Mr Solomon Mhlanga is Principal Director of the Modernisation Department in the Office of the President and Cabinet of the Republic of Zimbabwe. He works on improving public sector performance and delivery and has spearheaded the introduction and implementation of the Results Based Management Program in the Government of the Republic of Zimbabwe as well as the introduction of the e-Government Program. Mr Mhlanga has more than twenty-five years experience in the public sector.

Rotimi Olawale, Nigeria 

Rotimi Olawale is the youth representative of AfCoP’s CMT and founder of Youth Hub Africa. A youth development expert, he has over 10 years of experience in leading youth advocacy efforts linked to the Millennium Development Goals (MDGs). Mr. Olawale is involved in shaping local, national and global policies to benefit youth and also leverages opportunities for young people. He was listed by the Nigerian government as one of 15 Nigerian youth on the world stage in 2008 and has consulted with organisations like the World Bank, the United Nations Population Fund (UNFPA), the International Republican Institute (IRI) and the African Union Youth Division. He coordinates the World Bank Youth Forum in Nigeria.

AfCoP Secretariat

In May 2012, the African Development Bank (AfDB) approved a UA 9 million grant to fund the AfCoP project, a mutilnational project designed to help mainstream and improve managing for development results (MfDR) capacity in regional member countries and economic communities.

The AfCoP project is executed by a Secretariat based within the AfDB and at the African Capacity Building Foundation (ACBF).The AfDB team is responsible for project supervision and implementation, while the ACBF team manages the knowledge sharing component of the project.
